The linguistic reorganisation of states in India marked a decisive phase in strengthening federal governance and redefining centre-state relations. The most comprehensive reform came through the States Reorganisation Act, 1956, which reorganised state boundaries primarily on linguistic lines. Implemented alongside the Constitution (Seventh Amendment) Act, 1956, it reshaped India’s political map and administrative structure after Independence.

At the time of Independence, India inherited a complex territorial arrangement comprising British provinces and princely states. The Constitution of 1950 classified these territories of land into Part A, B, C, and D, reflecting varied administrative systems. However, this arrangement soon proved inadequate to manage India’s linguistic diversity and democratic aspirations. Popular movements demanding linguistic states—most notably the formation of Andhra Pradesh in 1953—highlighted the need for reorganisation.

To address these demands, the States Reorganisation Commission was appointed in 1953 under Justice Fazal Ali. Its recommendations led to the abolition of the Part A–D classification and the creation of states and union territories with a clearer administrative logic. As per the 1953 recommendations, the Centre retained control over the union territories, while linguistic states were granted autonomy within the constitutional framework.

The 1956 reorganisation balanced unity and diversity by accommodating linguistic identities without weakening the Union. It strengthened Centre-state relations by reducing regional discontent, improving administrative efficiency, and reinforcing cooperative federalism. Although later boundary changes occurred, the 1956 Act remained foundational, demonstrating that linguistic accommodation within a strong central framework can enhance national integration rather than threaten it.
