India has taken a significant step towards the digitisation of maritime governance with the launch of E-Samudra, a comprehensive digital platform designed to bring maritime services for seafarers, shipping companies, ports, and other stakeholders under a single window. The platform is intended to make maritime administration more transparent, technology-driven and accessible, while strengthening seafarer security, safety, welfare, and service delivery.

Union Minister for Ports, Shipping and Waterways, Sarbananda Sonowal, inaugurated E-Samudra during a national stakeholder interaction on Seafarer Security, Safety and Welfare held in Mumbai on August 8, 2026. Discussions were focused on recruitment, employment, welfare, regulatory compliance and career development, underscoring the importance of a stronger and more efficient maritime administration system.

The launch of E-Samudra was accompanied by a series of initiatives aimed at modernising maritime administration and improving seafarer welfare. These included the recently launched e-NAVIK 24x7 grievance redressal system, the upcoming Seafarer Tracking Dashboard, the Digital Seafarers Employment Agreement (d-SEA), and enhanced welfare measures under the Seafarers Welfare Fund Society (SWFS). Together, these initiatives represent an integrated approach towards technology-enabled and stakeholder-centric maritime governance, reducing administrative and compliance burdens for the country’s growing seafarer workforce.

Evolution of E-Samudra and the Digital Roadmap

The development of E-Samudra has taken place in phases as part of a wider digital transformation of the maritime sector. A major milestone in this journey was the IT Conclave 2025—Leveraging Technology in Maritime, hosted by the Directorate General of Shipping (DGS) and the Company of Master Mariners of India (CMMI). The conclave showcased a suite of digital initiatives aimed at creating a smart, secure, and transparent maritime ecosystem, laying the groundwork for further integration and technology-driven transformation of maritime governance.

The digital initiatives were aligned with the larger national vision under Digital India, Maritime India Vision 2030 and Amrit Kaal Vision 2047. During the conclave, the redesigned DGS website, compliant with the Guidelines for Indian Government Websites and Apps (GIGW 3.0) standards, was launched with a multilingual and mobile-responsive interface for improved accessibility for seafarers, shipowners, training institutes, and other stakeholders.

The Phase-1 rollout of E-Samudra marked the introduction of a cloud-native system aimed to unify more than 60 maritime services under one digital platform. The first-phase included modules for chartering permissions and licences to streamline vessel chartering approvals, the Ship Building Financial Assistance (SBFA) module for access to financial support and incentives, the Multi-Modal Transport Operator (MTO) module for digital registration and regulatory compliance and a Visitor Access Management System to automate access to DGS offices and improve security.

The digital roadmap also included Learning Management Systems (LMS) and web-based simulation tools aligned with global Standards of Training, Certification and Watchkeeping (STCW) for seafarers’ requirements, digital archival solutions for maritime records, ERP solutions for the Seamen’s Provident Fund Organisation (SPFO) and the Seafarers’ Welfare Fund Society (SWFS), and an Integrated Command and Control Centre for real-time data monitoring. It further envisaged cybersecurity and data protection frameworks compliant with Digital Personal Data Protection Act. Looking ahead, the roadmap seeks to deploy artificial intelligence (AI), Internet of Things (IoT), blockchain, and geospatial technology to support autonomous operations, predictive analytics, and next-generation maritime services by 2030 and beyond.

Single Digital Window for Maritime Services

E-Samudra brings maritime services onto a single digital window, integrating end-to-end workflows, online payments, real-time tracking, and digitally issued certificates. The objective is not merely to place processes online, but to make them predictable, transparent and time-bound. The platform integrates services for seafarers, shipping companies, ports, and other maritime stakeholders, reducing the need for physical interactions and shifting maritime administration towards an integrated digital ecosystem.

India’s maritime policy is anchored in three pillars: the Merchant Shipping Act, 2025, which recognises seafarers as Key Workers; the Maritime Amrit Kaal Vision 2047; and the principle of Minimum Government, Maximum Governance. The digital platform supports these policy objectives by improving service delivery, reducing compliance burdens, and strengthening transparency.

E-Samudra also seeks to ensure Ease of Living for seafarers and Ease of Doing Business for the maritime sector. The platform reflects the objective of making maritime governance simpler, more transparent and more stakeholder-centric, with technology enabling better services and improved access.

Strengthening the Seafarer Workforce and Welfare

The need for efficient digital service delivery, regulation, and welfare mechanisms has increased with the expansion of India’s active seafarer workforce. The workforce grew from about 1.03 lakh in 2013 to more than 3.23 lakh in 2025.

Other welfare initiatives include Sagar Mein Yog, which promotes the physical and mental well-being of seafarers, and Sagar Mein Samman, which aims to strengthen opportunities and support for women seafarers. The number of women seafarers has significantly increased in recent years, reflecting greater inclusivity in the maritime workforce.

Maritime Governance during Global Disruptions

The event also highlighted DGMA’s response to recent geopolitical disruptions affecting global shipping. DGMA monitored more than 16,000 vessel calls, handled over 40,000 communications, and coordinated the safe repatriation of more than 4,000 stranded Indian seafarers.

These efforts involved the Ministry of External Affairs, Indian missions, the Indian Navy, shipowners, and other maritime stakeholders. The response highlighted the importance of coordinated maritime administration and strengthened support for Indian seafarers during global disruptions.

India’s Growing Maritime Position

India has emerged as the world’s second-largest supplier of seafarers and is working towards becoming the world’s largest supplier. The country has also become the world’s leading ship recycling destination and is working towards positioning itself among the world’s top five shipbuilding nations.

These developments reinforce India’s growing role in the global maritime sector. As India strengthens its position as a global maritime power, seafarers remain central to its long-term growth strategies under Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047.

Significance of E-Samudra

The launch of E-Samudra represents a major step in India’s shift towards technology-enabled, transparent, and citizen-centric maritime governance. By integrating multiple services on a common digital platform, it seeks to make maritime administration simpler, more transparent, and more stakeholder-centric.

The platform combines multiple digital services through a single window, with end-to-end workflows, online payments, real-time tracking, and digitally issued certificates, while the associated initiatives strengthen grievance redressal, welfare, employment, and regulatory services.

E-Samudra’s significance, therefore, extends, beyond the digitisation of individual services. It marks a broad shift in how maritime administration is delivered, with strong emphasis on accessibility, responsiveness, transparency, and reduced administrative friction. As India’s seafarer workforce continues to expand, such digital systems could help strengthen the institutional capacity required to support a large and more globally integrated maritime sector.
